Making allowances for carbon

The CRC Energy Efficiency Scheme (CRC) (formerly known as the Carbon Reduction Commitment) was introduced by the Climate Change Act 2008. It applies to larger private and public sector organisations and came into force on 1st April 2010.

Entities meeting the qualification threshold are legally required to participate. Under the CRC regulations, participant organisations must monitor their carbon dioxide emissions and purchase allowances, sold by Government, for each tonne of CO2 they emit.

Originally it was designed to be a mandatory carbon trading scheme. However, in the Government's comprehensive spending review in October 2010 the CRC effectively changed from a trading scheme to a carbon charge for those organisations that have to participate. Initially, the cost was £12 per tonne of CO2 emitted.

The CRC allowance price rose to £17.70 per tonne of CO2 for CRC allowances purchased in the government's buy-to-comply sale for 2017-18.
